In addition, ataa/RTA programs offer older workers an alternative to the benefits offered under the normal taa program. Participation in the ATAA/RTAA allows older workers who may not benefit from retraining to return to a job at a lower wage and benefit from a wage subsidy. Scientists at the Brookings Institution and the Institute for International Economics have proposed a dual program that, in addition to the program to help eligible workers, provides wage insurance and a subsidy for health insurance. [33] On the one hand, the program covers workers who have been expelled for any reason, and not only in commerce, who suffer a loss of income after returning to work. Displaced workers are defined as “workers who have been displaced due to factory closures or relocations, job or job cuts, and insufficient work.” [34] Workers must be directly affected by imports or relocation of their company`s production to a country with a free trade agreement with the United States or to beneficiary countries within the framework of the Andean trade preference, African growth and opportunities or certain other production deferrals. Pre-contractor workers are allowed if the product delivered to the primary enterprise represents 20% of the production or turnover of the secondary work enterprise or if the loss of activity of their employer with the main enterprise has contributed significantly to separating secondary workers from work. Benefits granted to workers under the Commerce Act include aid for training, job search and removal, re-employment aid (RTAA) and income support for the adjustment of trade allowances (TRA). .
